Construction Administration and Licensing Programs

The Continuing Education and Workforce Development division of Bergen Community College provides comprehensive courses to complete the education requirement for both administrative and technical construction administration licensing.

These courses are open to anyone with an interest in construction and required for construction professionals looking to advance their careers and become New Jersey State Inspectors for local municipalities.

Mandatory for any construction professional without an engineering degree looking to obtain licensure in building, electrical, elevator, fire protection, plumbing; and administrative licensure in sub code official, construction official, and technical assistance. Successfully passing each course fulfills the education component of the three requirements in obtaining the individual stated licensures.

Courses are approved for licensure by the New Jersey Department of Community Affairs (DCA) and must be taken in proper sequence (RCS-ICS-HHS). Individuals who are not yet licensed at the RCS level will not be licensed at the ICS or HHS levels until the lower license requirements are fulfilled.

Please note: Not all technical or administrative licensures require a course in each level. (For example, Building Inspector requires RCS, ICS, & HHS, whereas Plumbing Inspector requires only ICS & HHS and Elevator Inspector requires only HHS.) The New Jersey State Department of Community Affairs offers students who successfully complete the course a 100% reimbursement of tuition when they apply for their licensure. Administrative Licenses:

There are only two administrative licenses-the Subcode Official license, and the Construction Official license. Possession of an R.C.S., I.C.S. or H.H.S. technical license is a prerequisite for award of a Subcode Official license in the same subcode area. Possession of the Subcode Official license is a prerequisite for award of a Construction Official license.

Technical Licenses:

Technical level courses must be taken in sequence. Please register early.

 

Level 1 - RCS (Residential Commercial Structures)
The RCS level of the technical licenses indicate that the licensee is a (RCS) Residential and Small Commercial Specialist authorized to review plans for structures in Class III,* and to carry out field inspection activities for structures in Classes I, II and III.** The RCS level of licensure is used for inspector designations within the Building Subcode area only. 
Note: The RCS license requirements are a prerequisite for licensure to the ICS license level within the same subcode area.


Level 2 - ICS (Industrial Commercial Structures)

The ICS level of the technical licenses listed on page 1 indicates that the licensee is an (ICS) Industrial and Commercial Specialist authorized to review plans for structures in Classes II and III,* and to carry out field inspection activities for structures in Classes I, II and III.** The ICS level of licensure is used for inspector designations within four of the subcode areas, namely, Building, Fire Protection, Electrical and Plumbing. 


Note: the ICS license requirements are a prerequisite for licensure to the HHS license level within the same subcode area.


Level 3 - HHS (Hazardous High-rise Structures) 

The HHS level of the technical licenses listed above indicates that the licensee is a (HHS) Highrise-Hazardous Specialist authorized to review plans and to carry out field inspection activities for structures in Classes I, II and III.* ** The HHS level of licensure is used for inspector designations within all five subcode areas, namely, Building, Fire Protection, Electrical, Plumbing and Elevator.

• Attendance requirements are mandated for each course by the state; however, attendance does not ensure licensing. Prerequisites for all courses will be enforced by the Licensing Bureau, New Jersey State Department of Community Affairs.
